China releases white paper on low-carbon development

China's State Council Information Office on November 8, 2025 released a white paper titled "Carbon Peaking and Carbon Neutrality China's Plans and Solutions."

The white paper presents a comprehensive overview of China's major achievements in pursuing peak carbon and carbon neutrality over the past five years, and shares China's approaches, actions, and experience.

The white paper underscores that the decision to achieve peak carbon dioxide emissions and carbon neutrality was made by China out of a strong sense of responsibility for human civilization and the intrinsic demands of China's sustainable development.

Since the announcement of these ambitious goals five years ago, China has made historic progress in advancing the green and low-carbon transition through concrete action and painstaking efforts, adhering to the principle that lucid waters and lush mountains are invaluable assets.

"The country has established the most systematic and comprehensive carbon reduction policy framework in the world, built the largest and the fastest growing renewable energy system, the largest and most complete new energy industrial chain, and achieved the world's largest and fastest promotion and adoption of new energy vehicles. It has contributed about one fourth of the newly added green areas worldwide, and ranks among the countries with the fastest decline in energy consumption intensity," the white paper states.

The document highlights that energy consumption is the primary source of carbon emissions, and that the transition to green and low-carbon energy is key to achieving the goals of carbon peak and neutrality. Proceeding from its basic reality and development stage and conditional on ensuring energy security, China has taken vigorous measures to replace fossil fuels with renewable energy sources, promoting a new energy and power system to support the realization of its dual carbon goals.

Energy conservation is key to reducing emissions at the source, while the circular economy plays an important role in lowering emissions. Enhancing the carbon sink capacity of ecosystems is a vital path for carbon sequestration and emission reduction. China has made significant strides in all of these areas, yielding positive results in energy conservation, emission reduction, improved efficiency, and the development of a circular economy.

The white paper also addresses climate change as a shared challenge for all humanity, one that requires widespread participation and collective action. Through its commitment to multilateralism and international cooperation, China is paving a new path for global climate governance. Looking ahead, the country stands ready to collaborate with the international community to advance eco-environmental conservation, promote green development, tackle global climate challenges and protect the planet, ensuring a cleaner and more beautiful world.
